Here's Steve's recipe from BEBG Greenhouses to keep pests off your plants:

1 jug of organic apple cider vinegar (boosts plant health at the same time) in which half a cup of cayenne is left to macerate!

Add this solution to a spray bottle of water until it smells just a little like vinegar! That's it, it's ready!
